Who Issues What
- Building, mechanical, plumbing: your city, or the county if you're outside city limits.
- Electrical: WA L&I everywhere in Cowlitz and Clark County except the City of Vancouver, which issues its own electrical permits (360-487-7800). L&I city list
- L&I electrical basics: permits bought online are issued immediately. Homeowners can buy one only if they do the work on their own property. The first $25 is non-refundable. Request inspection before you cover any work, and within 3 business days of finishing (or 1 business day after you energize). L&I says it strives to inspect within 48 hours. Give turn-by-turn directions to the site. L&I
- L&I offices: Kelso 360-575-6900 (Cowlitz). Clark County directs electrical questions to L&I at 360-896-2300.
- Manufactured / mobile home alterations: WA L&I, not the city. L&I
- Final inspections: Battle Ground and La Center both say to get L&I's electrical sign-off before you schedule the final building inspection.
8 Tips That Save the Most Time
- Call instead of emailing. A two-minute call usually answers "which permit do I need?" faster than an email thread. Phone numbers for every desk are in the table below.
- Can't find your permit type? Call the desk. It often takes 5 minutes. Example: one city told a resident whose portal only listed gas water heaters to apply under gas and write "electric" in the description. That is one desk's answer, not a rule. Ask yours.
- Confirm you're in city limits. County and city permits are separate, and some fees are non-refundable (Castle Rock; Vancouver up to $222).
- Pick the right permit type. Clark County keeps $200 if you pay for the wrong one.
- Upload real PDFs, to scale. Cowlitz County doesn't accept phone photos of site plans. Vancouver wants one page per file and a scale bar on every sheet. La Center plot plans must be 8.5x11 to 11x17 at an engineer's scale.
- Describe the job plainly. Say what is being installed, where, and (for electrical) how many circuits. Longview's guide asks for this.
- Actually submit, then pay the invoice. In Cowlitz Accela, click "Continue Application". "Save and Resume" leaves a draft. Woodland, Castle Rock, La Center, and Vancouver ePlans don't start review until the first invoice is paid.
- Beat the inspection cut-off. Ridgefield 11:59 pm and Battle Ground midnight the day before. Washougal 5 pm the day before. Kelso 4:30 pm (finals need 48 hours). Longview 6 am for same-day. Vancouver requests after 7 am go to the next business day.
Typical Documents to Have Ready
- Site / plot plan drawn to scale: property lines, setbacks, existing and new structures, driveway, easements, north arrow (La Center's list is a good template).
- Plans for anything structural: foundation, framing, beam and joist sizes, elevations. Floor plans at 1/4" = 1' in La Center.
- Engineering stamped by a WA-licensed engineer or architect when required, for example many retaining walls (La Center requires stamped calcs for retaining wall permits).
- Manufacturer specs or install manual for appliances (stoves, water heaters, equipment).
- Water / sewer approval in Cowlitz County for projects with plumbing: get the EHU letter (360-414-5599, option 5, then 2) before issuance.
- Contractor's WA L&I license number if you hire out. Check it with WA L&I's Verify a Contractor lookup.

Water Heater Replacement Quick Check
Only Clark County, Vancouver, Longview, and Camas publish a clear water heater rule. Everywhere else, the check tells you to confirm with the desk.
Already Built It Without a Permit?
This is common, and usually fixable. Here is what the published local rules say.
- Unincorporated Clark County: if work starts before the permit, the permit fee is doubled (CCC 6.140.020(3)). The county has a Building Investigation (IVB) permit for unpermitted structures. An inspector reviews the work and tells you what's needed to legalize it (Clark County).
- City of Vancouver: an investigation fee equal to the permit fee applies when work starts without a permit (VMC 17.08.130). A Field Evaluation Permit ($152 in 2026) covers building and electrical work done without permits. It tells you whether you need a design professional (City of Vancouver). Emergency repairs: apply by the next business day (VMC 17.08.090).
- Other cities: we didn't find a published after-the-fact fee. Call the desk in the table above and ask how they handle it.
- Be ready to show the work. Codes require work to stay accessible until it's inspected (IRC R109.1). Covered work may need drywall or siding opened in spots. For structural work, a WA-licensed engineer may need to review it.
- The common red flag: footing depth. Cowlitz and Clark County both use a 12-inch frost depth (Cowlitz County design criteria, Clark County plan review requirements). Deck and shed footings that don't reach it often have to be dug out or redone.
- Selling the house: the Washington seller disclosure form asks, for additions, conversions, or remodels, whether all building permits and final inspections were obtained. It asks the same for manufactured home alterations (RCW 64.06.020, items 4C and 8C). Permitting first means a clean "yes".
- Insurance: ask your agent how unpermitted work affects your policy and claims. Battle Ground warns that an unpermitted wood stove "may invalidate your fire insurance policy."
Frequently Asked Questions
1. How do I get a building permit faster in Cowlitz or Clark County, WA?
Apply in the right portal, pick the right permit type (call the permit desk if yours isn't listed; it often takes 5 minutes), upload clean to-scale PDFs instead of phone photos, describe the work in plain words, pay invoices right away, and book inspections before the published cut-off. Electrical permits come from WA L&I everywhere in Cowlitz and Clark County except the City of Vancouver.
2. Who issues electrical permits in Cowlitz and Clark County?
WA L&I, except inside the City of Vancouver, which issues its own electrical permits. Building, mechanical, and plumbing permits come from your city or county. L&I says electrical permits bought online are issued immediately, and homeowners can buy one only if they do the work on their own property.
3. Do I need a permit to replace a water heater?
In unincorporated Clark County, yes: a Residential Plumbing (PLM) Quick Permit. In Vancouver, a stand-alone replacement uses an MPE trade permit. In Longview it is a One-Stop plumbing permit you can apply for online. Camas's FAQ says a like-for-like swap with no gas, plumbing, or location change generally needs no permit. Elsewhere, confirm with the permit desk.
4. What happens if I already built something without a permit?
You usually apply for the permit after the fact and get the work inspected. Clark County doubles the permit fee when work starts before a permit (CCC 6.140.020) and has a Building Investigation (IVB) permit for unpermitted structures. Vancouver charges an investigation fee equal to the permit fee (VMC 17.08.130) and offers a Field Evaluation Permit ($152 in 2026). You may need to open walls or hire an engineer so the inspector can see the work.
5. What is the frost depth for footings in Cowlitz and Clark County?
12 inches in both. The Cowlitz County design criteria and the Clark County plan review general requirements both list a 12-inch frost depth. Footings that don't reach it are a common reason an inspection or after-the-fact permit fails.
